Ukraine does not plan to raise taxes in 2025

After the Ukrainian authorities decided to raise taxes in 2024, the Ministry of Finance does not consider it necessary to consider a new increase next year, the country’s Finance Minister Serhiy Marchenko said on national television.

On December 1, Ukraine entered into force a law on increasing taxes, signed by President Volodymyr Zelensky in November.

Among the main changes to taxation is the increase in military levy (VS) rates in the military country from 1.5% to 5% for all payers, except for military personnel.

Earlier, the International Monetary Fund said that the Ukrainian authorities had undertaken to approve a package of changes to tax legislation as part of cooperation with the fund. At the same time, the adoption of a package of tax measures previously approved by the Ukrainian parliament is a prerequisite for a review of the IMF program and “will help provide the government with the resources necessary to meet critical spending needs,” the fund said in a statement.
