A firm from the circle of Yermak’s business partner received a contract for the construction of landslide-resistant structures on Batyeva Gora in Kyiv for UAH 115 million

LLC “Spetstekhnika 2017”, associated with Artem Kolyubaev, a business partner of the head of the Office of the President Andriy Yermak, won the tender for the construction of landslide-resistant structures at 21 Novovokzalna Street in the Solomyanskyi district of Kyiv. The project, worth 115.08 million hryvnias, is to be implemented by the end of 2025. According to the plan, it is planned to install bored piles, strengthen slopes, arrange drainage and improve the territory. Also, 192 trees will be demolished and shrubs will be cut down on an area of ​​0.699 hectares.

This is stated in the journalistic investigation of the project “Our Money”, as reported by KV.

KP “Specialized Department of Landslide-Resistant Underground Works” has concluded an agreement with LLC “Spetstekhnika 2017” for the construction of landslide-resistant structures in the Solomyanskyi district of Kyiv. The contract value was UAH 115.08 million. As reported in the electronic public procurement system Prozorro, the work is to be completed by the end of 2025.

According to the project, the work involves strengthening the slopes at 21 Novovokzalnaya Street: installing bored piles, drainage, grillages and a metal fence, as well as landscaping the area. As stated in the tender documentation, green spaces, including 192 trees and shrubs, will be destroyed during the preparatory work.

The project was developed by Kyiv Design Group LLC, and the expertise was performed by Expert Project Group LLC.

The contracted price is fixed and takes into account UAH 1.7 million to cover risks and UAH 6.71 million for inflationary costs,” the tender states.

However, journalists from Nashi Groshi drew attention to the overpricing of some materials. For example, topsoil was purchased for 1,110 UAH/cubic meter, while the company “KBS” offers black soil for 766 UAH/cubic meter, “Ektabud” – from 400 UAH/cubic meter, “BMS Logistic” – for 400-450 UAH/cubic meter without delivery, which is from a third to 2.5 times cheaper.

Prices for geogrid and crushed stone also significantly exceed the average market.

Geogrid Geodor GRP 30/15 21*21 cm was laid for 248 UAH/sq. meter. As for market prices without delivery, the price of geogrid from the manufacturer “UkrGeoDor” is 165 UAH/sq. meter, the manufacturer “Gidrolica” sells geogrids of the required parameters for 136 UAH/sq. meter, and “Altmax” – for 155 UAH/sq. meter. m, which is 30-45% cheaper, but does not include delivery.

Crushed stone of the 10-20 mm fraction was listed at 1,389 UAH/cubic m. According to the SE “NIRI”, in October its average price in Ukraine was 787 UAH/cubic m. “Express-tehbud” sells it at 385 UAH/cubic m, and “Сementstroy” – at 488 UAH/cubic m. This is 1.5-3.5 times cheaper, but without delivery.

Currently, “Spetstekhnika 2017” from Kyiv region belongs to the capital’s JSC “ZNVKIF “Skilling” of Sergey Krysevych and Yulia Bogatyryova, and is managed by Valentyn Bezdolny. It should be noted that this company is the officially declared general contractor for the construction of an office center at 5 Akademika Filatova Street in Pechersk, which the publication links to Vadym Stolar’s entourage.

The material also indicates the company’s connection with the business partner of the head of the Office of the President Andriy Yermak.

According to Bihus.Info and KyivVlady, in 2018-2020, a member of the Supervisory Board of the Skilling Foundation was Artem Kolyubayev, a business partner of the head of the Office of the President Andriy Yermak.

Among the competitors in the tender were the companies Osnova and Ukrbud-Proekt-Rekonstruktsiya, which offered a higher cost of work.

The Skilling Foundation is a co-founder of Smerekovy Gay LLC, Ukrkart-Acquire LLC, Kaskad Trading House LLC, and Standard Van 190 LLC. Krysevich and Bogatyryova were linked to Yuriy Kosyuk. Krysevich was a co-founder of Zernosvit Derazhnya LLC before it became part of Kosyuk through Agrokryaz LLC. Bogatyryova co-owns T&T Trade Ukraine LLC, which became the founder of DKHP Trade LLC after Kosyuk’s MHP PrJSC.

In total, since 2023, the company has tendered UAH 119.15 million, mostly from the current customer.
