The National Bank of Ukraine (NBU) has received an official letter from JSC Ukrposhta, has taken into account the information about the circumstances that complicate the implementation of the decision regarding the company’s head, and will react in a measured manner within the limits of its powers and current procedures, the press service of the central bank reported on Wednesday.
“The legal grounds for further actions and the distribution of responsibility for fulfilling the established requirements fully apply to all participants in the process – the National Bank as the regulator, JSC Ukrposhta and its officials, as well as the company’s shareholder represented by the Ministry of Development of Communities, Territories and Infrastructure,” the regulator said in a statement.
The central bank noted that the peculiarities of the activities of legal entities whose sole shareholder is the state may, in practice, complicate the smooth implementation of the general requirements established for payment market participants. However, no special exceptions are provided for Ukrposhta as a provider of financial payment services, and a general approach is applied.
The regulator assured that since the company remains part of critical infrastructure, decisions regarding it will be made carefully, taking into account the need to maintain its uninterrupted operation.
“On the other hand, the peculiarities of the legal status of JSC Ukrposhta do not constitute an obstacle to the exercise of the powers of the National Bank if there are appropriate grounds and compliance with the procedures established by current legislation. This status also does not exempt the company from proper implementation of the established requirements,” the NBU emphasized, adding that the central bank will hold appropriate consultations with the government and the relevant ministry to choose the optimal response model.
As reported, on June 22, 2026, the NBU recognized the General Director of Ukrposhta, Ihor Smilyansky, as not meeting the requirements for professional suitability of the head of a financial payment services provider due to systemic violations recorded in the company’s activities in 2023-2026. According to the regulator’s decision, the company had to remove him from the management within five working days, and the authorized body had to appoint a new manager within two months.
At the same time, on July 1, Smilyansky stated that he continues to fulfill his duties in full accordance with current legislation, and the national postal operator is operating normally.
