From February to May 2025, land turnover in Ukraine reached a level close to pre-war indicators, taking into account the losses of territory. This is evidenced by the data of the annual infobook “Agribusiness of Ukraine in 2024/25 MY”, reports AgroPolit.com.
The average cost of a hectare has increased significantly, reaching a record 71 thousand UAH in April 2025. The growth of market prices is evidenced by the reduction in the share of transactions concluded at a price close to the regulatory monetary assessment – 44%, compared to 47% in 2024.
In 2024, 25% of transactions for the purchase of agricultural land were concluded by legal entities that are part of agroholdings (land bank more than 11 thousand hectares). In 2025, the share of legal entities among buyers increased to 33.2%, and in June it reached a record 39%.
Legal entities, mainly agricultural enterprises, pay more for land than individuals – on average by 17-47%. Thus, they stimulate the growth of market prices. There is no excessive concentration of land in the hands of legal entities. The total area of land acquired by them is 0.22% of the total area of agricultural land in the country.

The land market in Ukraine, opened on July 1, 2021, allowed the sale of agricultural land, initially only to individuals up to 100 hectares, and from 2024 – to legal entities up to 10 thousand hectares, but with restrictions on foreigners, which creates a new tool for investment, stimulating the development of the agricultural sector, although prices are growing slowly, and the war creates challenges and regional differences. Purchase is possible only non-cash with confirmation of the origin of funds.
