Kyivstar, Vodafone and lifecell may waive subscription fees: what awaits Ukrainians

In Ukraine, the possibility of mobile communications without a monthly subscription fee is being discussed. If the new format is introduced, it could change the approach to pricing for millions of subscribers. In specialized circles, a model is being discussed under which users will pay only for the services actually used. This includes calls, SMS messages, and mobile Internet without the need to pay a fixed monthly subscription fee. Currently, most tariffs of Ukrainian operators are based on the regular subscription model. The subscriber pays a set amount regardless of how actively he uses communication services.

The publication Technofan notes that the format without a subscription fee may be of interest to those users who rarely call or use a minimum amount of mobile Internet. Similar tariff solutions are already operating in a number of European countries. At the same time, users retain access to fourth and fifth generation networks. According to market sources, the largest Ukrainian operators have not yet made official statements about the launch of new tariff models.

At the same time, analysts are paying attention to the latest steps of the companies. In particular, in May 2026, Vodafone offered a tariff costing 175 hryvnias per month, which became one of the most affordable in its line.

Kyivstar updated some of the popular tariffs, increasing the volume of mobile Internet and the number of minutes for calls without increasing the cost.

lifecell continues to attract subscribers through the number portability service. The company announced the attraction of its millionth customer thanks to the MNP system, so this operator may be one of the first to take advantage of the new niche in the event of a change in the rules.

For subscribers, the new format potentially means the opportunity to save on mobile communications. Today, the minimum tariffs of leading operators cost approximately 70 to 175 hryvnias per month, depending on the set of services. In the event of a transition to a model of payment for actual use, the costs of individual users may be significantly lower.

However, experts warn that the abandonment of the subscription fee will not necessarily lead to a general reduction in the cost of services. Operators can compensate for losses through more expensive per-minute tariffs or higher mobile Internet costs.

The cost of services is also affected by the wartime conditions of operators’ work, the need to maintain infrastructure, the use of generators and additional costs to ensure stable communication. There is currently no specific deadline for the implementation of the new rules. Discussions are ongoing at the level of the regulator and industry associations. According to preliminary estimates, even if the changes are approved, they may not come into force before 2027, after all consultations and the preparatory period are completed.
