Zelensky refuses to approve cigarette price hike for more than a month

President Volodymyr Zelensky has not signed the law on increasing the excise tax on cigarettes for more than a month. This is stated in the card of the bill No. 11090, Ukrainian News Agency reports.

The law proposes a gradual increase, by 2028, of the specific excise tax rates on cigarettes until they reach the minimum level established by Council Directive 2011/64/EU of 21.06.2011.

When the law was adopted by the Rada on December 4, 2024, Yaroslav Zheleznyak, a deputy from the Holos faction, reported that after it came into force, starting in 2025, “a pack of cigarettes will increase by about UAH 40.”

However, as of January 13, the law has not yet been signed, therefore it has not been published and entered into force.

In today’s post on his Telegram channel, Zheleznyak explained that the failure to sign the law on time “has already cost the Budget 352.8 million hryvnias since January 1.
