President of Ukraine Volodymyr Zelenskyy signed Law No. 3703-IX, which regulates the mechanisms for exercising citizens’ rights to participate in local self-government. The document is aimed at strengthening democratic principles in territorial communities.
The innovations include:
- Forms of citizen participation: The law defines the main ways in which residents of communities can influence the resolution of issues of local importance.
- Statutes of communities: It establishes the obligation to approve the statutes of territorial communities, which will determine the key issues of local self-government.
- Budget participation: It provides for the creation of mechanisms for involving residents in the planning and distribution of local budget funds.
- Reporting to authorities: The law details the procedures for reporting to the community for village, settlement and city mayors, as well as deputies of local councils.
