Ukraine needs $45 billion in external financial support

Government forecast: war may last until 2026

Finance Minister Serhiy Marchenko said that the government is currently working on an alternative scenario for economic development, which provides for the continuation of hostilities in 2026. The base scenario is designed for the end of the war in 2025, but since the situation remains uncertain, the Cabinet of Ministers is planning its actions based on more cautious assumptions.

“But at the moment we have to be pragmatic and therefore we plan to continue hostilities for the entire year 2026. This accordingly provides for our need, which at the moment, I emphasize, is $45 billion,” Marchenko said.

To ensure the necessary level of financing, the government is actively negotiating with Ukraine’s key international partners, including the G7 countries, the European Union, and the International Monetary Fund. The Minister of Finance expressed cautious optimism about reaching agreements with these stakeholders.

Financing prospects for the coming years

According to Serhiy Marchenko, the search for sources of financing is being carried out with an eye on 2026–2027. From 2028, Ukraine will have a separate program within the EU budget, which will allow financing state needs using new mechanisms.

The Minister also reported that most of Ukraine’s financial needs for 2026 have already been pre-covered thanks to agreements with partners. The implementation of the planned reforms and the active work of the government team will contribute to the full implementation of these obligations.

Separately, Prime Minister of Ukraine Yulia Svyrydenko announced the conduct of an official analysis of the compliance of Ukrainian legislation with EU law by the end of the year. This will allow Ukraine to be ready to open negotiations on EU accession in all six clusters.
