Almost every second Ukrainian in 2025 lived below the poverty line, their number actually doubled after the start of the full-scale Russian invasion.
At the end of 2025, 41.6% of Ukrainians were below the poverty line, 35.4% of Ukrainian families ate a limited set of products. This was reported on Telegram by the head of the Finance Committee of the Verkhovna Rada, Danylo Getmantsev, referring to the World Bank’s Listening to Ukraine study.
Also, according to the results of this study, only 53% of Ukrainian families who needed medicines were able to purchase them in full. The main reason for the inaccessibility of the necessary drugs was their cost.
“The situation remains particularly difficult for the most vulnerable groups of the population. Thus, only 17% of people with serious functional limitations have a job. At the same time, among veterans, every fourth one has lost their job — this is more than twice as many as among people who do not have this status,” Getmantsev said.
He noted that for Ukraine, given the full-scale war, such figures, unfortunately, are not unexpected.
In this regard, the deputy stressed the importance of adopting Bill No. 14191 on comprehensive support for families raising children with disabilities and persons with disabilities since childhood. He noted that it concerns not only an increase in payments, but also a change in the approach to state support – the creation of a system of comprehensive support and the provision of necessary social services.
At the same time, Hetmantsev admitted that this bill alone will not solve the problem of poverty.
