The Verkhovna Rada Committee on Tax Policy recommends that the National Bank strengthen monitoring of operations carried out on the accounts of individuals. And in addition, introduce restrictions on money transfers between bank cards.
This was announced by the head of the committee, Danylo Hetmantsev (“Servant of the People”). He noted: the recommendations are set out in the decision based on the results of the hearing of the head of the NBU, Andrii Pyshnyi.
“To recommend to the National Bank of Ukraine … to decide on the expediency of introducing restrictions on the execution of payment transactions using the details of electronic payment means,” the recommendations state. At the same time, they emphasize that the protection of the interests of bona fide consumers must be ensured in this case.
In addition, the committee noted, the National Bank should introduce “more effective measures of influence for violation of the requirements of the payment legislation.” In particular, strengthen the requirements for:
operations monitoring systems;
risk management systems;
internal control systems for payment service providers.
The committee also expects that the regulator will continue its work on identifying schemes for using the payment infrastructure for illegal purposes. In particular, the use by fraudsters of the accounts of individuals on whose behalf payment transactions are performed for the purpose of fraudulent actions (drops).

Previously, Ukrainian banks limited transactions with the MMC code (business category code) “Gambling” due to the card’s “credit limit”. Which, the banking sector itself admits, can be considered part of the global strategy to combat black P2P transfers, which involves the introduction of transaction limits based on the number of transactions and amounts (up to UAH 100,000 per month).
“Banks initiated certain settings and restrictions that make it impossible to carry out “gambling” transactions that clients try to make with credit funds,” Maryna Pavlenko, a leading expert in financial monitoring of one of the Ukrainian banks, told OBOZ.UA.
She emphasized: new possible restrictions will apply only to P2P transfers (from card to card).
They will affect:
the amount of transfers – up to UAH 100,000 per month;
the number of transactions is 30 per month.
“At the same time, other funds can be deposited into the account (salary, pension, scholarship, help from relatives, etc.). Payments in retail networks, the purchase of any goods do not fall under such restrictions. Yes, for the average card holder, there are no changes , in fact, will not happen: more than 95% of citizens will not feel the new limits,” Pavlenko explained.
