17,016 Ukrainians have used the e-Housing program
Since the launch of the program in October 2022, 17,016 Ukrainians have already taken advantage of the opportunity to purchase housing on preferential terms, and the total amount of loans issued has exceeded UAH 28 billion.
This was announced by the First Deputy Prime Minister of Ukraine – Minister of Economy of Ukraine Yulia Svyrydenko.
“17 thousand loans, about 11 thousand children provided with housing, and over a million square meters of living space – these are the results of the program to date. After the program was updated in November last year, more and more people are buying housing in new buildings. If last year there were 33%, then this year – almost 60%. This is a good incentive for the construction market, which is actively recovering,” Svyrydenko emphasized.
What housing have Ukrainians purchased since the beginning of 2025:
1,274 first-sale properties, including 411 under construction;
902 properties on the secondary market.
Among the housing that Ukrainians have purchased since the beginning of this year, there are also 174 private houses and townhouses.
Over the entire period of the program, 8,930 military personnel and security sector employees took advantage of the opportunity to receive a loan at 3% per annum – this is more than half of all borrowers (52%). The following also took advantage of the preferential rate:
1,345 teachers;
1,341 doctors;
350 scientists.
Loans at 7% were received by:
4,105 citizens who do not have housing;
566 internally displaced persons;
379 veterans.
The largest number of housing units under the program were purchased in:
Kyiv region – 4,673;
Kyiv city – 3,604;

Vinnytsia – 740;
Ivano-Frankivsk – 737;

Let us recall that in February, Ukrainian banks issued 516 mortgage loans for a total amount of UAH 926 million. This is 7% higher than in January. The average weighted effective rate in February increased slightly – to 8.4% per annum from 8.3% in January.
