The initiators of the idea of economic reservation decided not to limit themselves to one draft law, so they registered as many as five.
In Ukraine, there have been discussions for a long time about the need to introduce a mechanism for booking critical employees against the payment of an additional fee. The problem is to establish fair conditions that will not provoke a negative reaction from society. For this purpose, people’s deputies decided to propose five alternative draft laws at once. All of them are under consideration by specialized committees.
The main initiator is the head of the Verkhovna Rada Committee on Economic Development, Dmytro Natalukha, he registered three documents in the parliament with different ideas regarding the introduction of economic reservation. Soon, two more alternative proposals appeared from deputy Lyudmila Buimister.
As of July 16, the following options for deferring mobilization are being considered:
- for employees – the availability of an average salary at the enterprise of at least 12 subsistence minimums for able-bodied persons (36,336 UAH), absence of debts;
- for FOPs – registration in the Unified State Register of Legal Entities and Public Organizations for at least 6 months, monthly income of at least UAH 61,200, a fee of 1,200 tax-free minimums (UAH 20,400);
- for enterprises – payment of social security in the amount of more than UAH 40,000, staff of 10 or more;
- a mixed model with a military levy for hired workers (20,400 UAH) and expenses for non-profit organizations.
Why not hear anything about economy booking
Some bills were registered in June, others in early July. Since then, discussions have died down and it is not known when the concepts will be put to a vote. As for individual entrepreneurs, for them, the approval of a specific mechanism is important, because it depends on whether FOPs will be able to reserve themselves from mobilization.
According to lawyer Roman Simutin, one should not wait for the introduction of any of the proposed documents before autumn 2024.
“You ask when it will work and whether at least one of these projects will be approved at all? I believe that it will be approved, and it will work no later than the fall. It will obviously not happen earlier for both technical and political reasons,” the expert stated.
Dmytro Natalukha explained that silence in the public space is connected with discussions in the business environment. After all, it is necessary to determine which of the models is the best, for this there are discussions with tangential circles. After consultations and analysis of the advantages/disadvantages of all concepts, it will be possible to put draft laws to a vote.
Yaryna Chornoguz, a military officer and intelligence officer of the Armed Forces of Ukraine, said that she has information that the Verkhovna Rada will begin considering the issue of economic reservation as soon as next week. Therefore, it is possible that soon the decision will move from a standstill.
