The tax office has turned paying real estate tax into a quest

Member of the Finance Committee of the Verkhovna Rada of Ukraine, Nina Yuzhanina, expressed concern about the difficulties in the process of paying real estate tax. She claims that due to the inefficient work of the State Tax Service (SST), paying taxes has become a real quest, Kommersant Ukrainian reports.

“The State Tax Service reported that as of July 1, 2024, more than 3.2 million tax notices-decisions on the tax on immovable property, other than land, in the amount of 6.6 billion hryvnias have been issued. At the same time, local budgets received 1.6 billion hryvnias. Wouldn’t there be more income if the DPS really became a service and made paying taxes SIMPLE”, the deputy wonders, emphasizing that the existing payment methods are confusing for many citizens.

“How is the PPR sent to a person (payer) and when is this document considered delivered? Through the Electronic Cabinet (the status of the delivered – immediately). But even for a person who knows about the Electronic Cabinet, it is not easy to find the PPR in the electronic cabinet. In addition, if you have more than one real estate, it is very difficult to understand from the data of the Electronic Cabinet how much and where to pay,” said Yuzhanina.

She also noted that the tax cannot be paid through the popular Privat24 application. And this application is used by many people in Ukraine.

The second way of notifying the payer is to send it by registered mail, the deputy explained. But Yuzhanina emphasized that many citizens of Ukraine today are not at their address and do not receive a tax notice-decision.

“Now a lot of people are NOT at their address and will NOT receive a tax notice-decision. Obviously, since this method of delivery is the most common, where will the payment come from? The tax will be so meager,” Yuzhanina wrote, noting that detailed tax calculations are never indicated in this message, and therefore it is difficult for an ordinary person to check the correctness of the calculation.

The deputy concluded that with such a service, it is not surprising that people are in no hurry to pay taxes. That is why Yuzhanina called for the improvement of electronic services of the DPS.

“Perhaps the Electronic Cabinet and other SERVICES of the tax office should become user-friendly after all? It is obvious that, year after year, not solving problems, but on the contrary, continuing to create them, the tax office must bear responsibility for such inefficient administration!” – thinks Nina Yuzhanina.
