Ukraine will limit the largest pensions: who will be affected?

The restrictions apply only to that part of the payment that is an additional “privilege” from the state for certain professions.

The Ministry of Social Policy announced the restrictions on the largest special pensions in 2025. In total, more than 17 thousand pensioners will fall under the restrictions.

The Law on the State Budget for 2025 approved the norm on the application in 2025 of restrictive coefficients to pensions that are 4 or more times higher than the average pension in the country, or 10 subsistence minimums for disabled persons,” the ministry said in a statement.

The ministry emphasized that imbalances have accumulated in the pension system, which make the system unfair and opaque, and reduce both trust in the pension system and the motivation to pay the social security contribution in society.

In particular, we are talking about restrictions on pensions, which today can amount to 60, 80 or even 100 thousand hryvnias and above. At the same time, the restrictions will not apply to the pensions of people who are currently fighting at the front or who participated in the defense of the Motherland from the aggression of the Russian Federation, starting from 2014.

“The limiting coefficients will reduce the huge difference between the so-called “special” and general pensions. According to the resolution, reducing coefficients will be applied to pensions that exceed 10 subsistence minimums, in particular, the amount of which is determined by court decisions,” the ministry reported.

The mechanism will work so that the higher the pension amount, the higher the coefficient will be applied:

a coefficient of 0.5 will be applied to the part of the pension that exceeds 10 subsistence minimums (23,610 UAH) and does not exceed 11 subsistence minimums (25,971 UAH);

  • to the part of the pension exceeding 11 PM (25,971 UAH) and not exceeding 13 PM (30,693 UAH) – 0.4;
  • to the part of the pension exceeding 13 PM (30,693 UAH) and not exceeding 17 PM (40,137 UAH) – 0.3;
  • to the part of the pension exceeding 17 PM (40,137 UAH) and not exceeding 21 PM (49,581 UAH) – 0.2;
  • to the part of the pension exceeding 21 PM (49,581 UAH) – 0.1.

Thus, the differentiation of pension amounts remains, but, taking into account the realities of wartime, limited funding and – most importantly – the fairness and proportionality of pension accrual, the above-mentioned restrictions will apply in 2025,” the department emphasized.

The Ministry of Social Policy drew attention to the fact that the restrictions will apply only to the amount of payment that is not an insurance part of the pension, but an additional payment from the state for work in certain law enforcement or other structures. These include allowances, promotions, additional pensions, targeted cash assistance, pensions for special services to Ukraine, indexation and other additional payments to the pension established by law.

It is noted that about 17.6 thousand “special” pensioners will fall under the scope of the norm.

According to the government resolution of January 3, restrictions apply to pensions assigned or transferred in accordance with the Customs Code of Ukraine, the Laws of Ukraine “On Civil Service”, “On the Prosecutor’s Office”, “On the Status of a People’s Deputy of Ukraine”, “On the National Bank of Ukraine”, “On the Cabinet of Ministers of Ukraine”, “On the Diplomatic Service”, “On Service in Local Self-Government Bodies”, “On Forensic Expertise”, “On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster”, “On State Support for the Mass Media and Social Protection of Journalists”, “On Scientific and Scientific and Technical Activities”, “On Pension Provisions for Persons Discharged from Military Service and Certain Other Persons”, and the Resolution of the Verkhovna Rada of Ukraine “On Approval of the Regulations on the Assistant-Consultant of a People’s Deputy of Ukraine”.

Thus, special pensions will be limited to civil servants, prosecutors, diplomats, people’s deputies, customs officers, members of the government and others.
