Who will have state aid of up to UAH 3,000 canceled in January?

In Ukraine, some categories of citizens will not be able to receive state payments for internally displaced persons (IDPs) for housing. The right to assistance will be retained from January 2025 for those who fall under certain criteria. This is stipulated by the relevant government resolution No. 332.

Which displaced persons will not receive payments without submitting applications

The government recently amended resolution No. 332 and extended payments of housing assistance to displaced persons for half a year, from March to August 2025. Assistance is provided in the following amounts:

  • for persons with disabilities and children – 3 thousand UAH;
  • for other persons – 2 thousand UAH.

Also, according to the resolution, citizens who were forced to leave their homes due to hostilities will be able to receive money, but some will need to re-apply:

  • families with children under 14 years of age who live in areas where active hostilities are taking place/in areas where such actions are threatened;
  • families with children under 14 years old who live in a safe area, but the children cannot go to school;
  • families where one of the members is caring for a person with a disability of the first group;
  • families where one of the members is caring for a child with a disability/a child recognized as seriously ill (up to 18 years old);
  • children under 14 years old who arrived as displaced persons without parents;
  • pregnant women (who have a period of 7.5 months or more).

Cancellation of payments for wealthy displaced persons

A number of categories of citizens will not be entitled to payments as early as January. This applies to:

  • citizens who have been abroad for more than 30 calendar days without good reason;
  • persons who have purchased an apartment, house/plot worth more than 100 thousand UAH (this does not apply to cases where housing is provided from the city/country budget);
  • persons who have bought a new car that is no more than five years old (exception – cars from volunteers for the army);
  • citizens who have housing with an area exceeding 13.65 sq. m per family member, located in a safe zone;
  • persons who have purchased metals in a bank, currency in the amount of more than 100 thousand UAH (except for charitable funds or to pay for services in the field of medicine, education or social services);
  • persons who have more than 100 thousand UAH in their deposit account.

At the same time, in order to verify that these families continue to comply with the norms of the current resolution (or the procedure for receiving payments), the state through the Social Protection Department will check within a month whether the financial and property status of these families has changed significantly. If there have been no changes, the families will receive payments,” the resolution states.
