What happened on the real estate market of Ukraine in April 2025

The study presents the dynamics of prices, demand and supply compared to the previous month and April 2024.

Primary market

Supply

In April 2025, the share of open sales departments of new buildings remained unchanged compared to March — 77%. During the month, 16 new buildings (28 sections) were put into operation in Ukraine: 6 — in Lviv, 4 — in Kyiv, 3 — in Ivano-Frankivsk and 1 — in Vinnytsia, Khmelnytskyi and Rivne regions.

The largest number of new buildings completed among all objects was in Rivne (62%), Zaporizhia (56%), Odessa (54%) and Volyn (52%) regions.

The average cost per square meter in US dollars increased the most in Zhytomyr, Poltava, Odessa and Dnipropetrovsk regions — the growth percentage ranges from 3 to 5%. At the same time, a significant decrease in prices was recorded in Chernihiv and Kharkiv regions — by 5% compared to March. In annual comparison, real estate prices fell most significantly in the front-line regions — Sumy, Zaporizhia and Dnipropetrovsk. The most expensive city remains Kyiv — $1,369 per sq m.

Secondary market

Supply

The largest number of ads for the sale of secondary housing in April came from Kirovohrad, Cherkasy and Ternopil regions.

According to the analytical center DIM.RIA, the average cost of one-room apartments in April increased in most regions. The largest increase was recorded in Kherson region — +12%. The most expensive 1-room apartments on the secondary market are in Kyiv. In the capital, owners set an average price of about $91.5 thousand. If we consider the capital in more detail, the most expensive remains the Pechersky district with an average price of a one-room apartment of almost $132 thousand, and the most budgetary is Desnyansky, where the average cost is $45 thousand.

In April, users’ interest in secondary housing increased significantly throughout the entire territory of Ukraine. Secondary real estate was most actively searched for in the Kirovohrad region.

The ratio of the number of purchase ads to the number of responses to them in April in Kyiv was 1:3, and this is the least significant difference. In Vinnytsia region it is 1:18, Ternopil region – 1:15, Vinnytsia – 1:14, and Mykolaiv region – 1:13.

Rental Market

Supply

According to DIM.RIA analysts, the rental market was unstable in April: the largest number of new ads was published in Kirovohrad (+84%), Cherkasy (+39%) and Odessa (+28%) regions; however, in Poltava region, the number of offers in April decreased by 77% compared to March. In Kyiv, owners also published fewer new ads: 17% less compared to March.

Kyiv remains the most expensive city for renting housing: the average cost in April was UAH 17.5 thousand, which is 2% less compared to March. Invariably, the highest price is indicated by the owners of ads for Pechersk district — UAH 22.5 thousand, the lowest for Desnyansky district — UAH 10.5 thousand for a 1-room apartment.

In all regions, this indicator mostly fluctuated within a few percent during the month, with the exception of Poltava (10% increase in value), Kherson (22% decrease) and Kirovohrad (26% decrease) regions.

Demand

In April, users actively searched for housing for rent: according to the analytical center, interest is observed in almost all regions of Ukraine. The ratio of the number of rental ads to the number of responses to them in April in Kyiv is 1:5, but in most regions these indicators differ by several times.
